If roger was on the same town on east blue as garp then maybe roger and dragon was childhood friends or a bond of brotherhood like luffy and ace. I believed that dragon omce a marine admiral rank the closer he gets to the top he can see the cruelty and corruption of the government. Instead of becoming a pirate he became a revolutionary. He doesn't mind luffy following the same path because he truly knows roger personally and deeds. And true he admires him.
