First of all, people don't reincarnate in One piece. The Will does. So luffy isn't the reincarnation of Gol D Roger, more luckily he posseses the same Will, as he does with the Will of Joy Boy. Second thing, about the National trasure of the governement. Maybe you're right, it's the big straw hat, but After the latest volumes i'm more convinced that the National treasure he's talking about Is Uranos, one of the ancestral weapons.

You can hate me, but, my theory is that Luffy is just in the first stage of his life. He will solve the problems from this era of the world and somehow will be sent to the past.
Then he will be recognized for the ancients as Joyboy and will befriend Zunesha for a while. At some point, he will get a chance to go back to his timeline, but will need to leave behind his fruit, hat and scars behind. He - as Joyboy - will travel back to the future but not to his own timeline, but Roger's. So he will search for Roger and discover that there's no Roger only a very familiar straw hat. So, he will change his name to Roger as a disguise.
Roger could be Luffy that Learned another way of fighting without his akuma no mi, focusing in using his king haki abilities and a sword.

In short, Joyboy, Roger and Luffy are the same person but in different eras.
In the end, when he arrived in laughtale as Roger, he just discovered a diary from his crew where they told him their adventures somewhere in time. So now he can die in peace.
Roger's disease could be a collateral effect that cannot be cured, (probably because of Yvankov's technique effects).

Also, he fall in love with portgas D. Rouge and make sure that Ace can birth too, making Luffy the father of his brother Ace.

I know is a crazy theory, but is not Impossible.

Garp maybe knew this secret and fought against it, beating up young Luffy and trying to change his destiny, but no one can chance a man's dream.

By the way, all the poneglyphs, ancient technology and knowledge were created by the interference of the strawhats that went back in time after their captain. They did this to create a way for Luffy finally find Laughtale as Roger and finish his journey.

So, the story could end the aame way it started, with Roger(Luffy) igniting the spark of Luffy's dream to become THE king of pirates.

I feel like the Luffy will take down the world government after becoming the king of the pirates. Bucky the pirate kind of reminds me of opp sob. I also want to point out the Luffy and Roger had the same humble beginning in the past before becoming pirates. They both started their crew with one person with a rowing boat
