I think it was more of a concerned love. It doesn't always have to be lust. Aemond saw her as an actual person. Not just his sister, not just his duty. But as a person that has feelings and needs that he knows will be ignored. He loved her in that he respected her. He didn't like seeing her mistreated simply due to her circumstance of birth.

I'll never forgive Alicent for making Helena marry aegon. Helena stood up and described the pain she went thru having to be with aegon and it was EXACTLY how alicent felt when viserys was on top of her. DISGUST. Also, it was such a hypocrite move on her part. Overall, don't like alicent as a character, BUT her actress is amazing.
