I looked this up as I live in Wales UK and the media and met office have given us a red warning for tomorrow with a time of 7 am until 12 pm. Now I've never known there to be a red warning in my lifetime but I've also not ever known any warning of such a precise time....that is why I'm here.

St. Louis arch is just an arch. You don't have to look very hard to find some of the weather control devices because they are hidden in plain site. What looks like a cell tower is not a cell tower. Just an example.
