That was a question 70 years ago, today it’s nearly perfection . If storms are happening they are planned.
Because at this point we have been doing it for so long we can make them and we can end them .

The damage isn’t by accident .

I was aware of HAARP well over a decade ago as a listener of the late Art Bell radio show. His guests (including Michio) would also discuss topics such as El Nino and La Nina impacts on weather cycles. Anyhow there was a violent storm recently here in NC that damaged a Pfizer Plant within days of California landslides and Vermont flooding. We live during interesting times.
