The risk of floodings is way more complex then "low land floods more easily". A couple of years back, there were heavy rains and only the area in the south with our "mountain" had floods because the rain was funneled trough valleys into towns. In the low lands, there often is plenty of space for water to be stored and flash floods like in the mountains never happen.
