I find myself wondering if these angels were the ones from "The Angels Take Manhattan" and after the time paradox ripped all their time loops through that period apart, they found themselves banished here nearly depleted of energy.

This resulting in them banishing the entire Aplan population to the past effectively exterminating the entire species and leaving themselves to slowly starve.
