Having visited Phuket, Bangkok, Jakarta, KL and George Town, I'll choose KL, Bangkok or Jakarta. Still need to visit Chiang Mai though

Taipei, Taiwan is not part of southeast Asia. It is part of northeast Asia together with Japan, the Koreas and Greater China (Mainland, Hong Kong, Macau).

All correct for Ho Chi Minh City (Saigon), except easy access to beaches. The city doesn't have a real beach if you don't count walking around the river to that category. I spent there over a year and the best impression is a positive view of life by the people who live there

Different opinion about Jakarta and Cebu. In both cities the people living there are great, but you will meet just a few tourists there.
Prepare to learn Bahasa Indonesia or Tagalog, otherwise you feel like a very lonely extra-terrestrial there.

I lived in Taiwan for a while, and the real estate in Taipei is expensive. The work culture is also brutal. Those bits aside, the food is cheap and delicious and the people are pretty fashionable and cool.
