That’s not true, after he said you can’t go to heaven or hell Ryuk verbatim tells him “atleast you have something to look forward to you when you die” foreshadowing reincarnation that’s why you see him reappear as a shinigami at the end.

The lack of heaven or hell in the story tends to underscore Light’s cause. He’s not really wrong for declaring himself God and ridding the world of crime. After all if this is it, may as well try to make this life more peaceful for everyone.
