What you just watched was a woman who was either so tired she was falling asleep at the wheel, or she had a mini stroke. That only other scenario I can think of, is that she is so overwhelmed with having to kill the economy that she can't think straight and is suffering so emotionally that she can barely put her thoughts together.

Coming from the one person who can save or destroy the United States Economy, this is very disturbing in it implications.
