1st I thought he was an esper because Mrs f aka fubuki said he is in the data book then he was Introduced and I starting to question how deep is fubuki's knowledge really

Tatsukami was stated to be the most powerful esper which implies that blast is not an esper, but rather some other worldly cosmic entitiy and was simply born with his powers

Blast, being the top S class hero is just a human being who pocessed a superhuman strength and Space Time manipulation, which is a big question on how he got that ability.

Maybe because of his desire of becoming a superhero who can teleport and save everyone, because of his past that took him to become a hero like Saitama
They very much has desire on what they want to be

The top theory about this, his suit that gave him this abilities, he discovered a group of heroes and they took him to a planet with advanced technology
And he started his investigation on why this monsters keeps on existing

He just uses cosmic energy like boros, cosmic garou and a few other characters hence his resistance to said cosmic energy and when he was lent cosmic energy to transport saitama and garou off planet, cosmic energy can really only be described as a energy used to preform otherwise impossible feats like creating large energy based explosions, going back in time or simply opening portals like blast has shown, my reason for thinking this is because the rules for most espers are decently grounded in the opm universe which usually consists of move things with your mind(while it not limited to the exclusively it is what it's usually used for) every single esper shown had the ability to move something with there mind or something of the sort where as blast just uses portals and cosmic energy
While cosmic energy hasn't been touched up upon as much in the manga this is pretty much all i can say about it, now it's not crazy to assume that somone who is an esper or monster for that matter couldn't also use cosmic energy it just more likely that blast used cosmic energy rather than being a esper I just feel like he would have shown more esper qualities. But hey that's just my take and don't murder me in the replies if you feel I'm wrong.
