Grindelwald is way more stronger and dangerous wizard than Voldemort. He only got beaten by Dumbledore. Voldemort on the other hand, has just only beaten by one Harry Potter. Voldemort got the advantage because of the Horcruxes but still got destroyed.

The default answer is Grindewald, since he actually got the Elderwand to accept him, which is basically a cheat code wand, that you need somebody on Dumbledore's cunning level to overcome. Meanwhile Voldermort lost because he couldn't think his way around primal love magic or how to get the Elder Wand to accept him. Then add in Grindewald was far more charismatic than Voldermort. Though I'd argue his movement is more grounded in fear that technology had finally matched the power of magic, meaning they could no longer punch down and was thus a desperate attempt to take the last chance Wizards had to win a global conflict.

Il tell u now voldemort was more powerful then grindleward rowling even stated he went further in dark magic then any other wizard also dumbledore defeated grindleward with grindleward having the elder wand where as dumbledore armed with the elder wand could not stop voldemort nore even hurt him voldemort was able to hold hes ground while also possesing harry and dumbledore could do nothing to stop him lets not forget that when voldemort met grindleward he was able to break into the prison that grindleward couldnt break out of in all those years then discarded grindlewald with ease 😂😂 i think that settles whos more powerful 🎉🎉
