Dumbledore and Grindelwald had overall skill and stuff. If we go by power, Voldemort was more powerful. He only lacked knowledge and skill, which dumbledore and Grindelwald did. He was arguably the most powerful. But that doesnt mean he had the skill to use that power to its fullest
