if its that good why not negotiate for licensing and built it locally? that should give our defense industries some incentives to help secure of country right?

It can only be use for internal defense and close air support. Attack Helicopters are already obsolete in modern warfare as shown in the war in Ukraine. It can easily be taken down by handcarried anti aircraft of infrantry. This is the reason why the Japanese Self ground defense forces are retiring their AH-1S cobras and being replace by various unmanned aerial vehicles (UAV).
