As a native speaker, im assuming the problem here is not the 'i dont agree', but the 'you'.
Im assuming its fine to start with "i dont agree with this statement". If you want to make it softer, you can say "i dont necessarily agree with this statement"

As for me, the problem is that the question requires a full opinion answer, not agreeing or disagreeing. How can you agree or disagree with a question?

So why do people keep saying " in the speaking part they are assessing if you can speak and understand a native speakers conversetaion"?? İ hate their evaluation system.

I wonder why in the language exams they always bring up such a controversal topics... Scientific teories or something more far away, like, "what's the meaning of the life" or "what do you think you would feel after your death" are definitely better, cause themes like that are less likely to invoke major psychological stress related to the feelings of the student or his unpleasant memories...

It is not only IELTS's thing. Same with most of united exams that are needed to be done to enroll to any university in the most post-soviet-union countries(different exam from country to country). Do not really know about exams in eastern/central europe or asia, but still i've never seen before any language exam without this s*itt...

Hope that world would stop to request students to take an exams or at least things would turn that way where exams would be lot less stressfull... And dropping out too(there are many countries that support millitary slavery... And the most common way to avoid it for some time is bachelor-master-phd etc...)
