FACEIT FPS DROP, LAGS AND STUTTERING FIX IN CS GO

Man I have a major problem some times it is soo smooth i get a lot of kills bullets connecting headshots evrything then some games I cant even make 8 kills or 15 faceit doesnt feel like 128 tick some times

My issue is:
I have 144hz Monitor on 4:3
I have about 240 - 300 fps and about 20-30 ms of Ping.
I have 0% choke but i still have minor stuttors of about 1 second every 3-4 seconds... and i don´t know why.

I already re-installed windows and CS GO and it still did not go away.
I did not have these issues about 6 months ago when i played... don´t know why
