in my case it was the fact that i opened the launcher then closed it, then opened it again to update and the error popped up, i was a bit confused since it never happened before.
When i tried deleting vcruntime140 from my folder it wouldn't allow me, so i though is the launcher opened somewhere? because it clearly didn't show itself taskbar, then i opened task manager and yep, there was 4 launchers opened. I closed them and then decided to run the update again, and everything worked.
The reason why it couldn't update genshin was due to an opened file that couldn't be replaced, in my case it was the genshin launcher.
If this helps someone not to delete their files and wait half an hour to download everything and re-check them again, glad i could help.
