How to open hood when cable frozen - older GM products

Sometimes the hood latch cable won't budge and this is how you reach under there and open it.

So after struggling for about 10 minutes and ripping off half my dash and breaking the latch on the inside of my car, I watched this and opened the hood in 5 seconds. I am simultaneously annoyed and relieved
