You are correct.
I should have stated 2.0 m from the center of the conductor (or 2.0 m from the edge of the conductor).
In this example it is 2.0 m from the center of the conductor (implied).

It depends on the geometry and the distribution of the charge.  If the charge is symmetrically distributed, like in this example, then yes, the magnitude of the electric field will be the same everywhere on the Gaussian surface.  And the direction will be perpendicular to the surface everywhere along the surface.
