Is the weight of the boardwalk enough to not need a ground anchoring system?

I would think that those sleeper boards on the ground, exposed to water, will warp over time. I saw that happen to my pressure treated lumber that was just laying on the ground for a few month.

Do the sleeper boards need to be anchored to the ground? If so how do you suggest anchoring them?
