The Forum on Global Human Rights Governance kicked off in Beijing on Wednesday, attracting over 300 participants from nearly 100 countries and international organizations.

Robert Lawrence Kuhn, chairman of the Kuhn Foundation and a renowned US expert on China, delivered a speech at the forum.

"I was startled to discover that every poor family in China had its own file. That's millions of poor families, each with its own customized plan, each checked monthly and digitized for central compilation and analysis. Equally startling, local officials were dispatched to impoverished villages to manage poverty alleviation for 2 years or more," said Robert Lawrence Kuhn.

"For China, poverty alleviation exemplifies human rights," he added.
