Nuclear weapons have become the “poor man’s” threat. The difficulty is containing their damage to the target and not the surrounding area. Precision weapons, landing within 3 feet of their target are far superior and limits damage to the target area. For Russia to launch any type of nuclear weapon, tactical or strategic, it runs the risk of malfunctions or interceptions that could end in the detonation of the device over Russia itself. The US spends $65 Billion per year maintaining our nuclear arsenal. I doubt Russia spends much, and what it does spend is syphoned off by the Generals, contractors and anyone else that can get close to the money. As one wise observer wrote in Aviation Week many years ago, “When the warhead comes through the ceiling of the bunker, the occupants don’t care if it’s conventional or nuclear.”
