Step 1: Use the Correct Measuring Cup

There are two common types of measuring cups, so be sure that you are using the correct one. Pitcher-style measuring cups are usually reserved for measuring liquid, such as water or oil. Use a measuring cup designed for dry ingredients, such as a stainless steel or plastic measuring cup, to measure your flour.  

Step 2: Correctly Fill the Measuring Cup

To measure your flour, gently scoop the flour out of the bag with a spoon and drop it into the measuring cup. Using the measuring cup to scoop the flour directly can cause the flour to be packed into the measuring cup. This would yield more than a technical cup of flour.

Step 3: Level the Measuring Cup
---------------------------------------------------------------------

Use your spoon to scoop enough flour so that the measuring cup is heaping. Use a straight edge, such as the back of a butter knife, to scrape off the excess flour. The measuring cup should now be filled with the right amount of flour. Continue measuring flour until you have enough for whatever recipe you are making.

I find the best way is to have weight measurements from the recipe. That way, sifted, unsifted, packed, whatever texture...you have the same amount of flour. Both liquid and solids. I even do herbs, vegetables and fruits by weight. So much easier to replicate the results.

im guessing that's before sifting. no point sifting it first if you're gonna flatten them together again when measuring.

I'm sorry, but EVERY time I spoon and level, my cookies come out super flat and greasy. When I SCOOP and level, it's just right. I live in downtown Los Angeles. I don't know if it's the elevation or what. I don't think that's the case. But I can't tell you how many times, I've followed recipes TO THE T, while also following all baking tips for avoiding flat cookies, only to have my cookies turn out flat. This was when I started doing spoon and level. Never again!!! SCOOP AND LEVEL!!!
