Your comparison is too basic...you have to consider many items like air to ground and air to air weapons...
The king ( phantom) was the first fighter jet that could carry semi active AIM-7 Sparrow...with capability of carrying 4 AIM-7 migs couldn't even come close to start a dogfight...
The king was the first fighter jet which could carry penetrative Bombs like GBU-10...
In Avionics and Radar...HE could detect targets from 200 miles away...

You know the funny thing is that people are comparing early mid 21s to late F4 phantoms if we compare the later 21s like the ones sold to Finland. It is a much different story the MIG 21Bis has a better engine, therefore better agility than it’s pretty assessors now it doesn’t have better agility than enough for, but you must keep in mind it is a lot better than most people would assume it also thrust the weight ratio above one believe it or not recently Romanian ones have been spotted using Aim 9Ls so you’re putting an aircraft that is very very maneuverable and also has aim 9Ls against a brick with a pretty good radar, but that radar doesn’t matter when the missiles suck even if it is Doppler

imo it depends what version of aircraft both are. Because F4s without guns had a lot of losses. And F4 with guns that's a different story altogether. That being said Mig21 is an interceptor and F4 at that time was a heavy air superiority fighter.

The victor depends on who engages first and what angle the perpetrator attacks from. Due to this, I believe in a generic sortie the F-4 would win. However, this does not mean that the MiG-21 is a bad plane. In fact, it still sees much service in several nations throughout the world.
