A NOSE 

gives orientations, to sustain or improve quality. The same type of Human touch should apply within Administrations, where among other things, non-partisan links should be generated between changing events and contexts. At the moment non-scientific Humanities being pushed aside, it appears no one is here to update Legislation, and resist short term pressures. Changes are the only concepts that are permanent, and confusion follows when some concepts are set in concrete.

An example: the Voice Australia:

No one seems capable of identifying Spirituality, and the consequences of a lack of Psychological appreciation: what has been sustaining Constitutions, globally, are these borderlines between the Religions or Spirituality, and the Secular.
