This works due to angular momentum being conserved. When stool and tire are spinning in OPPOSITE directions, their angular momentum vectors are pointing in opposite directions. This means the angular momenta are "canceling" each other out. When I flip the tire, the stool slows down (or even spins in the opposite direction). This is so that that total angular momentum stays conserved.
