Honestly an underrated/unexplored exhaustion perk combo i've been digging lately is Overcome and Lithe. The idea being that Overcome helps in deadzones, while having both Lithe and Overcome also makes it so you literally cannot lose when going for a window. If you make it you Lithe away. If you don't you use Overcome to make it to another loop. Not flashy or anything but i've had some pretty solid success with it.

Balanced landing does seem like a bit of a wasteful perk. Purely situational as it requires you to fall. Especially combined with another exhaustion perk. What if, when you're exhausted, you keep the reduced staggering but don't get the boost in speed? Would that be abused?

I also think this change could make the combo of dead hard and another exhaust perk more worthwhile
