This magnetic toy works on the principle of repulsion i.e. same poles repel and that is why the car is moving.

tho perpetual motion doesn't work, couldn't they start putting huge magnets on cheap cars with no engine just brakes and wheels, and have one car just start everything and be at back in the poor countries so no one is wasting gas except one person
