Here's a reason why she might not be appearing for you, if baidd is
Currently held up at the ceremony right before you fight radahn She will not appear until radahn is defeated Due to Blaidd Not being present at ranni's rise

Mine says: You don't need absolution.
Also I know I got the bell from her, I also killed Starscourge Radahn. Yet still I can't enter her tower.

Seeing some people finding other issues in this section so I would like to restate what this video says and other foreseeable issues you all may have, as there are a few reasons why Ranni is gone or otherwise inaccessible.
As I state at the end, if I don’t cover your issue then just ask and I may be able to shed some light or guidance on your specific troubles. I can also clarify what I mean or how it applies to gameplay for any of the points I’ve made below. Don’t be afraid to ask, this was originally written to help fellow players make progress.
This is long, but should cover all the reasons as well as give directions on how to make progress beyond the Fingerslayer portion of her quest line.

1: You attacked Ranni (Untested if you attack one of her allies, but same result is likely).
This one can be solved with absolution. Without going through Absolution, she will not be available. Also, giving her the potion Selivus makes as a part of his quest line (the Amber one, if I’m not mistaken) also will require Absolution to regain access to Ranni’s quest as attempting to turn her into a puppet is very rightfully considered an attack.

2: You have made significant progress in the Ranni quest line.
After giving Ranni the Fingerslayer blade, rest at grace to assure the next steps work right. Head to Renna's Rise. This is a tower in the same area nearby. At the top there is a sending gate taking you to Ainsel. Go there.
Around the first grace in Ainsel, there is a key item; Miniature Ranni. After picking it up, try speaking with it several times. When you reach the site of grace later that is right before the Lake of Rot site of grace, be sure to speak with it again. You will have to fight a shade/shadow that fights like your favorite Half-Wolf. Kill it, then head through the Lake of Rot. At the bottom left region of the church across the lake is a coffin. Resting in the coffin will take you to a new zone.
In this new region, fight and kill Astel. Rest at the grace. Go back to Rennala, and you will be able to open the chest (Alternatively, you can do this after killing the shade before fighting Astel), then teport back to the grace that spawns when Astel dies. There is a lift up to a new area. Fight or pass by the dragon Adula. Ranni is in the church behind Adula, sitting underground near the corpse of a Two Fingers. Complete the prompted action. You will get a sword, and beating the game will give you a choice for Ranni’s ending at this point.

3: You haven’t made enough progress.
She initially appears at the church of Elleh to give you the wolves summon. Make sure you made the adequate progress beyond this point. I’m not exactly sure, but every run I am sure to beat Godrick and Rennala before heading to Ranni. I have yet to have an issue doing it like this, so just beat those two and her quest will be available almost guaranteed.

Also I should mention that fighting Adula outside of Ranni’s Rise isn’t required and will not change Adula appearing later. I tend to sneak past Adula because fighting it presents a risk with no reward. As long as you don’t alert Adula, there is absolutely no issue. Also I got it killed by it confusing it’s pathing in NG1, gaining a free 32, 000 Runes. Not sure if that’s repeatable? Adula showed up later all the same, but I’m certain it was Adula who died there as they were missing after leaving the Rise while I never fought them. Later on NG2, they didn’t die there this time and still patrol outside despite Ranni having the Fingerslayer. So yeah, unreliable and pointless but hey I did that somehow.

Something else to note is that you are unable to pick up the Fingerslayer without being in Ranni’s service. I tried, but was unable to open the chest myself. This came in the form of a message telling me it was not my fate to open the chest. Later after pledging myself to Ranni, I was able to pick it up with no issue.

If all of these aren’t your issue, then you’ve either completed Ranni’s full quest and she will no longer appear in the world or you have seriously gone wrong somewhere. I only know these three issues and how to resolve them. If you have issues with any of this, then use the Lift of Dectus to reach the Altus Plateau. This may help with the Radahn side of things, but may be needed to reach Ranni otherwise. This may trigger a portion of her quest being available.
Also, many more celestial dews can be found in the city exposed by Radahn’s death. These are free but are behind this shardbearer, and some people may find him difficult. Pidia sells an amount but it isn’t too hard to stock up anyways. Also you HAVE to kill Radahn for Ranni’s quest. Sorry, can’t be helped for any work-arounds on that.

If any one has a question, I may be able to offer more assistance on your specific issue as long as you list anything you think is relevant to your Ranni troubles.

Took me a second to realise why she wouldn’t speak to me. Blaid was annoyed at me for killing time bears so he tried to kill me and I killed him, since he works for her it cut off her storyline. Bloody game lol

If you got the great sword from ranni at the beginning or when the converted tower exploit came out after fixing torrent Pegasus glitch. Then you’ll have to wait until NG+ to get all weapons, armor, and talismans you missed by skipping straight to getting the moonblade great sword. No way around it at all. You can loot the knife in nokron but won’t be able to progress further because ranni is gone when you looted the blade. I would just speed run to NG+ and then do the quest the right way so you don’t miss out on blaidd, godskin fat set/talisman, with cursemark for fia.

Worked for me. I killed only ONE npc in the game, was the guy who stealed the woman's necklace at liurna of the lake. Maybe it's because of that Ranni didn't appear.

This only works if you attacked Ranni I think. I’m pretty sure I went too far into the game without talking to her at the first church

The door to Rani Tower was closed, and grace Rani was not there. After I did what was in the video, grace Rani appeared and the door opened. I was very desperate, man, you are a lifesaver.
