and according to google you need to kill radahn which messes up the quest more until she says to

It didn't work for me. At first there was no one in the tower. So I did what was suggested in the video, I took the Celestial Dew item and went to the Church of Vows and when I clicked on Atone on the statue I get the message "You don`t need absolution". I do not know what else to do :(

I met her at the beginning of the game but she’s not in her tower neither r the ghost npc’s that I have to talk to

I tried this and it said I didn’t need absolution. The only npc I’ve ever attacked was the samurai that drops the nagakiba. But it won’t let me fix that either.
