In the decade since SpaceX established its presence on the Texas coastline, Elon Musk's company has created thousands of jobs near the Mexican border, launched rockets, and built new homes—centered around an area known as Starbase.
Now, SpaceX wants to have Starbase officially recognized as a city.
On December 12, Musk’s company sent a letter to local officials requesting an election to incorporate the area they call Starbase—the South Texas site where SpaceX builds and launches its massive Starship rockets—into a municipality. According to the company, residents of the area known as Starbase have submitted a petition.
This region is located at the southern tip of Texas at Boca Chica Beach, near the Mexican border. Earlier this year, Musk announced plans to relocate the headquarters of both SpaceX and his social media company, X, from California to Texas.

“To continue growing the workforce necessary to rapidly develop and manufacture Starship, we need the ability to grow Starbase as a community. That is why we are requesting that Cameron County call an election to enable the incorporation of Starbase as the newest city in the Rio Grande Valley,” Kathryn Lueders, the general manager of Starbase, wrote in a letter to the county.
In response to this, Judge Eddie Treviño Jr., the top elected official of the county, stated that SpaceX's petition, submitted earlier this week, has officially initiated the process of becoming a city.
“Our legal and elections administration will review the petition, see whether or not it complied with all of the statutory requirements, and then we’ll go from there,” Treviño said.

He did not offer a timetable. But if the process moves forward, Treviño said the county elections department would next create the jurisdiction to decide who gets to vote and then plan a vote.
Neither SpaceX nor local officials have said how many people live in the area who would become Starbase residents. More than 3,400 full-time SpaceX employees and contractors work at the Starbase site, according to a local impact study issued by Treviño earlier this year.
The journey to transform Boca Chica into Starbase began in 2014 when Elon Musk announced it as the launch site for SpaceX’s Starship program. This decision brought the remote border town into the spotlight, drawing interest from businesses and investors. Construction commenced in 2015, reshaping the area into a bustling spaceport that later became the centerpiece of SpaceX’s ambitious Mars colonization efforts. By 2020, Starbase was fully equipped with manufacturing facilities, launch pads, and critical infrastructure for Starship development.
