That statement was from early April. Since then the Russians staged their massive retreat and started positional warfare. Then the Ukrainians finally got enough missiles and artillery to do counterbattery work. The limited Russian offensive bogged down and collapsed. Now most of the eastern and northeastern fronts are static. Russia has retreated from the entire north and Belarus is clearly sitting this one out. The only known advances are by the Ukranians on the Kherson front, east of Odessa and directly northwest of the Crimea along the Dneiper where the Russian logistic communication lines have been severely cut by artillery, missiles and special forces demolitions. The Russians west of the Dneiper and other rivers are in danger of being cut off and trapped.

This video, like much said about this war, is clearly out of date. In any case the Ukrainians have raised a mass army of several million men, most of whom are still being organized, equipped and trained. Under the best of circumstances the US, which has done this many times and trains for it, assumes it takes a minimum of 6 to 8 months to get such an army ready for combat and probably more. The invasion started in very late February. The severe Russian threat was only turned back in mid to late April. The earliest mass training could have started was in early May. Probably later as the trainers themselves had to be organized along with training sites. Most probably the Ukrainian Army and Navy won't really be effective until early 2023 or the spring of 2023.

The Russians have been bleeding casulties and Putin is desperately seeking another 150, 000 men to replace his casualties. He is showing no indications of introducing mass conscription, which Ukraine necessarily did from day one. He is offering financial inducements to criminals in prisons to enlist and looking for more Wagner Group mercenaries. Like George III in the American Revolution he is seeking foreign fighters from as far afield as Syria and North Korea. All of this just to restore his military to where it was in late February at the start of the war. If I were a Russian staff officer I'd be very concerned about what the future holds.

Also the Russian naval control of the Black Sea and even the approaches to the Crimean ports is becoming increasing tenuous. The bulk of the Russian fleet is sheltering in the Sea of Azov or in the ports along the far eastern shore of the Black Sea. Their Air Force hasn't flown over Ukraine in weeks. They only release long range missiles, the stockpiles of which are drying up, when flying over Russiaan national territory. Their missiles aren't very accurate and their drones are increasingly vunerable so the amount of militarily valuable damage they can do is limited. They can perform terror assaults on the civilian population but that only gains them more hatred.

At this point the very best they can hope for is a stalemate on the existing positions they have captured.

There could be negotiations on a timeline for withdrawal of all Russian soldiers, setting up safe lanes so they can withdraw back to Russia without getting attacked. There could be some negotiations on the amount of financial reparations Russia will pay for reconstruction and to compensate the family of Putin’s victims z stuff like that
