It was the Thermidorians (those who had Robespierre executed) who gave him this legend of dictator to pass their crimes on him (They had all kinds of absurd stuff, like a rumor that Robespierre was wearing clothes made from human skin), among them, we find for example Fouché (author of the massacres of Lyon) or Carrier (who was the cause of the Noyades of Nantes) who were far more involved in the Terror than Robespierre. That’s wayyy too simplified, but Robespierre was one of the instigator of the revolution and he was active during the periode of the Terreur (sept 1794 to july 1795), and the point of the Terreur was to keep the Republic from their enemies, from the outside (prussians) and from the inside (royalists that highly contested the republic), and during the Terreur, a lot of ennemie from the Republic were executed with or without trial. Robespierre was later betrayed by the very Republic that he swore to protect and was indeed executed himself, but he wasn’t really a bad person per se, whithout the period of the Terreur, Prussians would’ve more likely invaded France, the Republic would’ve been destroyed and the Monarchy would’ve been back
The most hated person would be Marechal Petain I think, he was the one who led to the France’s lost in ww2 with outdated tactics and an outdated army from 1918, and he then collaborated with the ennemy, being responsible for the deportation of hundred of thousands of jewish people, all the while getting the north part of France occupied by the germans, and imposing a dictatorship named « le gouvernement de Vichy »
