in 1984 two people called Arthur Walton and Delilah Keen get a business loan after that Arthur makes the design for Dandy and sends it to Delilah and then they made the Gardenview an educational center and museum. Which then Delilah makes the “Toons” from Ichor. Thanks to some photos we see that were dated 1988 (four years later the business loan) there are some photos of toons like Dandy, Astro, Vee, Shelly and Sprout. After some time they got famous and start a TV show which are displayed in TVs in TVs that are left on some floors (that was too many TVs said). The earliest dated poster is “Snowy adventure” dated as of Christmas of 1990 .but some toons remember them as if it actually happened. There are various possible combinations of text that may during breaks in the elevator.
For example: there’s a poster that says “Winning Big”

It would be impossible for someone to be that mad for an animation like bro it’s not that deep. So this suggests that it really happened. Live action type shi😼. So they are (most likely) being used as live action actors. So yes. The episodes go for like 69 billion years (12 years) and then the last episode which was planned for July 21st 2002 (just two months forward 10 days back 1 year back would make it perfect) didn’t go to the air because in a news paper we can see the Gardenview shut down in June 24th 2002 due to a malfunction incident. The last episode we know was aired was in April 14th 2001. Time later Arthur sends a note to Delilah saying

That him Arthur might be referring to might be Dandy hear me out- I mean let me explain. So since Gardenview closed out they talk of how uneasy they feel around Dandy. So sometimes dandy would appear and be like buy my stuff like gumballs and useless items. And if you decided to keep ignoring him and denying his definitely great deals he would CRASHOUT and become twisted and play a distorted version of “Clair de lune” a song about a poem called Clair de lune (kinda obvious) which is of a person who is happy on the outside but deep down is sad (dandy just that lone alpha wolf sorry) this tells us something about all the toons which are like hapi yay funnies because of children but they feel sad (deep down) so according to my calculations dandy saw how bad Arthur and Delilah were treating toons specially the Christmas ones they sent them straight to the chamber, so he crashed out causing the whole entire building to shut down and keeping all the toons locked in the Gardenview and started the Ichor operation to bring the show back to life.
