Maybe, a portkey is just not needed to be touched by the person itself to be included in the transportation, as long as there is the connection to the one that holds the portkey.

In the other instances, for example in the quidditch world cup, it would just look awkward if they all grasp each other's hands and rely on Amos or Arthur. Well, they can do that but, again, it's just awkward. So, the most efficient and convenient way is for all of them to touch the portkey. But, nonetheless, it doesn't matter as long as there is at least one handling the portkey.
