Yes always cut your bangs dry. Cutting them like that is perfect. Also cutting the bangs out like that does round but also layers a little bit as well so it becomes mores bouncy.

Tip from my hair stylist mother. Section your bangs like she did, twist the hair once and cut it to look like a fish tail or an inverted V I guess? It’ll give the exact same effect with little to no effort. And if you have thick hair you can feather out the ends too
