Brindle Home — A village between Skingrad and Chorrol
Hackdirt — A village with an inn between Chorrol and Skingrad Harlun's Watch — A village south of Cheydinhal
Pell's Gate — A small village, including an inn, directly south of the Imperial City
Water's Edge — A village north of Leyawiin
Weye — A village with an inn west of the Imperial City

What also bugs me about Harlun's Watch is that when you tell the Dunmer lady what happened to the missing townsfolk she sounds so disinterested. She says "oh no, that's terrible..." in the same bored and uncaring tone you'd likely get if you told her the local shop was out of milk.
