Honestly I feel Mr. House was waiting for the day he could say I no longer wish to pay taxes. Meanwhile the courier probably is too busy wrecking shit to even bother to fill out his forms.

People make a big deal about taxes and the NCR, but there's nothing at all stopping the Courier from instituting some form of taxation or another once they go Independent. Pretty much anything is possible following that ending, that's why I love it
