The idea of the Courier dragging Caesar’s corpse halfway across the Mojave, through Freeside and through the Strip just for Mr House to react with “meh” is pretty funny

He's indeed speaking the truth when he said "the Legion will be breaking down, riven by internal conflicts, a monster consuming itself". Caesar himself knew how to govern the Legion due to him being a former Followers of the Apocalypse member, while Lanius only knows battle, and ONLY battle.
