Hi, I’m a guy that previously lived in Japan. For those wondering, the Japanese EAS alarm sounds the way it does to try and ensure as little as panic as possible. Fear and panic tends to cause irrational decisions and makes people act on emotion than thought or logic so Japan sought out to make it as less alarming as it could. We also tend to have sirens built all over cities, which is a lot more louder and sounds like an actual siren.(or at least the siren from my hometown did which was down only in a block, which went off once during a terrible hurricane back in 2015 or so) And for people living in Japan, the EAS alarm still sounds scary as it is a reminder of a potential natural disaster that could end themselves, family, friends, or just civilians in general. Tgat German alarm was only used to cut television/ radio programs and signal a change to emergency broadcast. Out in public you would hear sirens. Nowadays it isnt used anymore at all and instead everything uses the same siren sounds
