Disciplined Sith use their anger. However, when a Sith over indulges their anger, their eyes turn that fiery yellow and it's an indication that they are no longer using their anger but that their anger is using them.

When we watch the Clone Wars series, we can see that whenever Dooku utilized force Lightning, he had Sith eyes. Dooku only ever tapped into the dark side whenever he needed to utilize a specific dark side abilities. Even without being fully immersed in the dark side, Dooku was already very powerful, only being rivaled by the likes of Mace Windu and only surpassed by Yoda and Sidious as a lightsaber duelist and he was also arguably one of the most powerful force users as well, only being surpassed by Sidious, Yoda, Mace, and of course Anakin. For Dooku, the dark side was a way to break away from unneeded restrictions.

It’s a little sad that Dooku gained Sith eyes training Savage. Before that, it almost seemed like there was the possibility of bringing him back to the Light.

Dooku wasn't very malicious or emotional like most dark side users. The main reason he pledged himself to the dark side is because he disagreed with what the Jedi and the Republic were doing, and saw leaving them as a way if breaking free from the shackles that had been placed on him.

Dooku had Sith eyes throughout the clone wars show.
So IMO, his lack of it in the movies was a mere oversight by the Editors.

Dooku and his story has always been the most interesting SW character to me, and Sir Christopher Lee knocked that roll out of the park. The minimal use of Dooku in the prequels was criminal.

I never really thought of Dooku as a guy who gets all in his feelings during a fight. He was really disciplined and frankly fought like a jedi. He used the Sith as an alternative to the Jedi order, but never really let it control him. I like that about him

I always figured it was because Dooku considered the dark side a useful tool, whereas his fellow Sith see it as an all consuming way of life.
