I bought a 10 gallon tank from Petco and here's my setup

Here is my initial setup for my neon tetras and live aquatic plants.
This Aqueon tank was $12 on sale at Petco. This setup can be done with just sand as your layer, or a substrate of your choosing.

I am using dwarf hair grass which will spread across the tank + amazon frogbit propagations.

eeerm, it's not a colander --- it's a SIEVE! Colanders have LARGE holes for washing/rinsing vegetables so larger particles can drop though. A SIEVE traps them. Just thought I'd tell you.
