The Emperor real throne room was in the jedi temple which became his new palace. While the death star throne room was just a replica of that same room.

North, South, East and West are irrelevant on something like the Death Star/2. It has no polar directions, has no equator, and no arbitrary line dividing east and west. There was a reason rooms and areas were labeled by floor and number with a letter.
