The reason why the eagle is facing the olive branch but still holding the arrows is that it represents that we want peace but still are prepared to fight.

Regarding the buttons, I remember reading that men's jackets also buttoned left over right so their man servants could dress them, but due to gentlemen wanting easy access to their swords, they changed to right over left for their right hand to slide easily under the jacket to get to the sword on the left. And it just caught on.
