OBS Streaming to nginx not working

I'm using Doug Johnson's pre-packaged nginx setup which is supposed to work in Windows 10.
It SEEMS to be running. It's making transport stream files in the specified folder, but as can be seen, the viewer file displays nothing. OBS is streaming normally to nginx on the Windows 10 IIS 10 server. But all black thumbnails.
I have been working on this problem since April 2018 and am still stuck.
