What resolution are you using.
If you are using AirLink try ALVR or Steam Link or Virtual Desktop.
Try a cable.
Try restarting the computer.
Stock Windows bad.
What are the conditions of your network?
Try using an older version of SteamVR.
Make sure your drivers and os are up to date.

If all else fails try a different headset if that doesn't work try using an older wired headset like the Rift CV1, Rift S, OG HTC Vive, PSVR 1, etc (yes you can use a PSVR 1) as they are typically pretty cheap on the used market.

If that doesn't work get a better pc or laptop.
If latency is bad on wireless get a better router.
