I have an ec2, its .pem file got deleted by mistake, now I created a new .pem file so, how can I attach this .pem file to the instance, without using ec2 volume.

Sir, Can I increase the ram in the free tier . I only have a celeron laptop with 4 gb ram I don't have a powerfull laptop or pc . I need more ram for Android app development sir. Please guide sir . I am unable to move from home much after a major accident as im epileptic person. The accident left my right hand and leg broken. Because of my seizures history the active in office is not viable option. People get afraid but being an IT graduate this web and app development is the most feasible option for me.
