It's the responsibility of the irrigation department to manage water reserves and that includes moving water downstream when needed to alleviate overflowing from heavy rains. The downstream reservoirs are lowered in preparation of an excess water supply upstream to be released when required. Thus is just normal water management. In fact parts of Pattaya and Jomtien experienced flooding recently in spite of no rain. It simply was excess water in upstream reservoirs being released due to being full. This is a big nothing burger.

I find it really disheartening that whenever there is something bad, virus etc, some news outlet cannot give the name of the country but simply states Africa. The same was for Covid. One correction here, the patient is of European decent according to another news outlet who has travelled to an African country.
