Wow, now there is a novel idea. Use the focal point of the city planning office to combine efforts electrical/phone/data/water to minimise disruption to residents. This concept of efficiency & optimisation may catch on elsewhere in the world

If the city invested in the cable tunnel build, instead of the cable owners individual efforts, the city could control the work, and make their money back by leasing space in the tunnels back to the cable owners.
