What I should say " Each small city is total Or Each small city is complete? ( It has offices, schools, hospitals, and places of entertainment. )

Hello Sir, This is Amit Gupta from Hyderabad.I Have doubts on Determiners. My whole number, The whole room, All these things. All my collection, We all agreed. Need to understand part of speech of each phrases . And why keeps determiner before "Whole" and after " All"
